«Զենք-զինամթերքի ձեռք բերմանն ու ռազմական հաջողություններին զուգահեռ նաև դիվանագիտական կորպուսը պետք է այնքան խելամիտ լիներ, որ հզոր երկրները մեզ հետ հաշվի նստեին, աջակցեին Հայաստանին: Հենց հիշատակված ուղղություններով էլ սկսեցին աշխատել մարդիկ, որոնց անուններն այդպես էլ մնացին ստվերում, մինչդեռ հերոս հռչակվեցին օրվա իշխանությունները: Ավելի ուշ իրավիճակն ամբողջացրեց «առանձնահատուկը», իրեն միակն ու անկրկնելին երևակայող Հայաստանի Հանրապետության առաջին ղեկավարը: Ղարաբաղ գոռալով իշխանության գալով՝ նա սկսեց խոսել ազատագրված հողերը հակառակորդին վերադարձնելու մասին: Միանշանակ չընդունվելով համերկրացիների կողմից՝ նա, չհրաժարվելով իր տեսակետից, սկսեց այդ ծրագրի կյանքի կոչման համար «արժանի հետնորդներ» որոնել: Ու տևական ժամանակից հետո գտավ… Հենց նա էլ՝ ի դեմս Հայաստանի, Ադրբեջանի և Ռուսաստանի միջև ստորագրված նվաստացուցիչ համաձայնագրի, «ծնկի բերեց» Հայաստանը»:

Արբակ Խաչատրյանը նշում է, որ չի հավատում, թե Նիկոլ Փաշինյանը հողեր է ծախել, նրան պարզապես պատրաստել են այդ պահի համար իրենց ճշմարտացիությունն ապահովելու նպատակով՝ կանխամտածված գնալով հազարավոր զոհերի և ճակատագրերի կործանման. «Ինչո՞ւ երբևէ չի խոսվում այն մասին, որ աշխարհում առաջին անգամ տարածքներ են վերադարձվում հարկադրաբար, ինչո՞ւ պետք է մենք մեր զենքով վերցրածը այսքան հեշտ վերադարձնենք, ո՞ւր է մեր դիվանագիտական կորպուսը: Մինչդեռ 1990-ականներին մենք հաղթած երկիր էինք և կարող էինք հասնել առավելագույն արդյունքի, եթե, իհարկե, զերծ մնայինք արտաքին ազդեցություններից: Մենք ունեինք բոլորովին այլ կարգավիճակ, մեր տարածքով անցնում էր երկաթուղի, գազամուղ, և միանշանակ կարող էինք խոսել այլ՝ պահանջողի դիրքերից: Մի բան, որը, չգիտես ինչու, չեղավ, չարվեց… Հիմա ունենք այն, ինչ ունենք: Ստեղծված իրավիճակից ելքի մեր առաջարկը, կարծում եմ, կարող է արդյունավետ լինել»:

Ի դեպ, Արբակ Խաչատրյանը 1990-ականներին հաղթանակ ապահոված այն մարդկանցից մեկն է, ում անունը նույնպես տարիներ շարունակ «խնամքով» պահվել է հանրությունից: Թեպետ ի սեր անկեղծության, հարկ է նկատել, որ չէր հրապարակայնացվում նաև հենց իր՝ Արբակ Խաչատրյանի «երևակվելու» ցանկություն չունենալու պատճառով: Միայն վերջին տարիներին նախկին բարձրաստիճան պաշտոնյաների՝ Վահան Շիրխանյանի, Սահակ Սալնազարյանի ու այլոց կողմից սկսեց հրապարակավ խոսվել Արբակ Խաչատրյանի՝ այն ժամանակ ցուցաբերած անուրանալի աջակցության մասին: Երբ սկսեցինք նրանից հետաքրքրվել, թե ինչ է փոխվել, որ ինքը հիմա համաձայնում է հրապարակայնացնել այդ փաստը, մեր զրուցակիցը պատասխանեց.

«Իմ խորին համոզմամբ՝ մեկ անձը շատ բան անել, շատ բանի միայնակ հասնել չի կարող: Հանուրի ջանքերը մեկտեղելու, ինտելեկտուալ ներուժը երկրի հզորացմանը ծառայեցնելու համար էլ մեր նախաձեռնությամբ ստեղծվել է մտավորականների ասոցիացիան։ Հայաստանին և հայ ժողովրդին հասցվել է այնպիսի հարված, որը չափելի չէ։ Ծանոթ-բարեկամների հետ զրույցներում շատերն են խոսում ռևանշի, վերազինվելու անհրաժեշտության մասին, որն, ըստ իս, խիստ ուշացած է: Դրա փոխարեն կփորձենք համառոտ ներկայացնել, թե ինչպես պիտի հզորանա Հայաստանը։ Տարածաշրջան է մտել ՌԴ-ն՝ իր խաղաղապահներով և հզոր զենքերով, մեր կողքին է գտնվում վիթխարի զինական արսենալ ունեցող Իրանը: Մեր մյուս հարևանը 50 տարի ՆԱՏՕ-ի զենքերն ամբարած Թուրքիան է։

Կասկածից վեր է, որ դեպքերի որոշակի զարգացման դեպքում գերժամանակակից զինանոցով տարածաշրջանում, իսկ ավելի կոնկրետ՝ Վրաստանում կհայտնվի նաև ԱՄՆ-ը: Հիմա կարո՞ղ եք ասել, թե նման իրավիճակում ինչ պիտի անի յուրայինների կողմից 30 տարի շարունակաբար ու անխնա հոշոտված Հայաստանը։ Այսօր ոմանք ասում են, որ սահման պետք է պահենք, ես արդեն վերևում նշեցի մեր աշխարհաքաղաքական դրությունը, հարց է առաջանում՝ ումի՞ց սահման պիտի պահենք, ում դե՞մ պիտի զինվենք»:

Մեր այն հարցին, թե ժամանակին գերիներին ազատելու հարցով Արբակ Խաչատրյանի կողմից կատարված մեծածավալ աշխատանքը ինչու չի հանրայնացվել, մեր զրուցակիցը նշեց, որ գերիներին ազատելը չպետք է հանրայնացվի, պետք չէ հիշատակել, թե ով է անում և ինչ ճանապարհով: Հիմա կարող ես փիառի համար մեկ կամ երկու գերի ազատել և մնացածին զոհ տալ:

«Ես մնում եմ այն համոզմանը, որ Հայաստանին կարող է փրկել միայն մարդկային կապիտալը, համաշխարհային «ուղեղային կենտրոններում» ազդեցության լծակների տիրապետող մեր ազգակիցները»,- ընդգծեց նա:

Հարցին՝ իսկ ինչո՞ւ Հայաստանը հայտնվեց այս վիճակում, որտե՞ղ պիտի փնտրել սրա պատճառահետևանքային կապը, Արբակ Խաչատրյանը պատասխանեց. «Դուք ճիշտ հարց եք ինձ ուղղում: Դա մեզ էլ է անասելի հետաքրքրում: Այդ իսկ նկատառումներով մտադիր ենք ասոցիացիայի անունից հարց ուղղել բոլորին՝ հոգևոր կենտրոններին, աշխարհասփյուռ հայությանը՝ հասկանալու համար կատարվածը, հասկանալու համար խնդիրը, այն է՝ ինչն է պատճառը, որ արդեն երկու հազար տարի է, ինչ մենք՝ հայերս, չենք կարողանում անկախ պետություն կայացնել ու բնականոն հարաբերություններ հաստատել դրացիների հետ, ինչն է ներքաղաքական անվերջ գզվռտոցների պատճառը, որոնք վերջնարդյունքում հանգեցնում են պետականության կորստի: Մենք թշնամիներ չունենք, դրանք ստեղծվում են հենց մեր կողմից: Ակնկալում ենք, որ հիմք ընդունելով պատասխանների բովանդակությունը՝ մեզ կհաջողվի լուծել այս թնջուկը, գտնել բոլորիս առաջարկված գլուխկոտրուկի պատասխանը: Մեր նպատակը վաճառքի ոչ ենթակա ողջ կապիտալի մեկտեղումն է, որն էլ կկատարի փրկօղակի դեր…»:

Արբակ Խաչատրյանը նշում է, որ վերափոխվող աշխարհում փլուզվում է նաև մարդկությանը շնչահեղձ անող, աքցանների մեջ առած ֆինանսաբանկային համակարգը, ինչի մասին ինքը տևական ժամանակ է, ինչ ահազանգում է: Վերլուծաբանն առաջարկում է արժանապատիվ երկրի կայացման նոր փուլը սկսել համահայկական ինտելեկտուալ ներուժի համախմբմամբ:
