Moscow-based human rights defender Arbak Khachatryan does not understand the Armenian authorities’ dissatisfaction over Russia’s sale of weapons to Azerbaijan.

The issue is not the backlash but the effectiveness of that step. In other words, they create grounds for protest.” Arbak Khachatryan believes Armenia should now follow Russia’s example and bring back money that belongs to the state: “If Putin had told Prokhorov or the others to bring five percent back, they would not have done it, so to save Russia he is bringing all of it back: forgiving fifty percent of mortgages and freezing loans by closing banks, understanding that this is crushing Russia’s people.
If the money taken out of Armenia over 15–25 years were brought back, it would provide the country’s budget for 20–25 years and allow weapons to be fielded against the four billion worth of weapons Azerbaijan bought from Russia. Those who created the conditions that made young people leave Armenia and seek work elsewhere must also be held criminally accountable.”

Armenians were among the owners too, incidentally. Because everyone admitted that the documents had been arranged with money.
Money earned in violation of the law is at risk wherever it is. And if that money was stolen from the state, it can be used at any moment against that individual and the state.”

The people should not be forced: unite, collect money. Նա ծիծաղելու աստիճան չնչին է համարում այն օգնությունը, որը պետությունը որոշել է տրամադրել չորսօրյա պատերազմում զոհվածների եւ վիրավորվածների ընտանիքներին, քանի որ ներկայիս իշխանավորները հենց պետական լծակներն օգտագործելով՝ 200-300 միլիոն դոլարներ են հանել երկրից: Նա չի հասկանում նաեւ աշխարհասփյուռ հայերին զենքի փող հավաքելու կոչով դիմելը. «Ձեր օգտին մի կոմերցիոն գործարքի համար հավաքվում եք, տասնյակ միլիոնների պայմանագրեր եք կնքում, նույն կերպ հավաքվեիք, այդ քայլը կատարեիք: Ոչ թե ամբողջ աշխարհի հայերին ասեիք` հավաքեք, որ հակահարված ստանայիք: Խնդիրը հակահարվածը չի, այլ այդ քայլի արդյունավետությունը: Այսինքն՝ բողոքի տեղ են ստեղծում»: Արբակ Խաչատրյանը կարծում է, որ հիմա Հայաստանում էլ պետք է շարժվեն Ռուսաստանի օրինակով եւ ետ բերեն այն գումարները, որոնք պետությանն են պատկանում.
«Եթե Պուտինը Պրոխորովին կամ մյուսներին ասեր` հինգ տոկոսը բերեք ետ, չէին բերի, ուստի Ռուսաստանը փրկելու համար ամբողջն է ետ բերում. հիպոթեքի հիսուն տոկոսը ներում է, վարկերը սառեցնում է` փակելով բանկերը, հասկանալով, որ դա Ռուսաստանի ժողովրդին ջարդում է: Այն գումարները, որոնք 15-25 տարվա ընթացքում դուրս են բերվել Հայաստանից, եթե ետ բերվեն, երկրի 20-25 տարվա բյուջեն կապահովվի ու Ադրբեջանի` Ռուսաստանից գնված չորս միլիարդի զենքի դեմ զենք կհանվի: Նաեւ քրեական պատասխանատվության պիտի ենթարկվեն այն մարդիկ, ովքեր հիմքեր ստեղծեցին, որպեսզի երիտասարդությունը հեռանա Հայաստանից, այլ տեղերում աշխատանք փնտրի»:
«Առավոտի» դիտարկմանը, որ այս ընթացքում Ռուսաստանի հայ համայնքն աչքի ընկավ իր պասիվությամբ, քաղաքացիական դիրքորոշման բացակայությամբ, Արբակ Խաչատրյանը նկատեց, որ Ռուսաստանի հայ համայնքը չէր էլ կարող ակտիվ լինել, քանի որ այս քսան տարիների ընթացքում համայնքը ձեւավորվել է մի սկզբունքի շուրջ` «այսինչը Պուտինի հետ մտերիմ է, այնինչը հարց լուծող է, մյուսն էլ ատկատների հարցով է զբաղվում»: Նրա կարծիքով՝ միասնության, ընդհանուր, հանուն ազգի ու պետության, շահի բացակայությունը նաեւ գիտակ երիտասարդներին ստիպեցին գնալ «տարգաշների» ճանապարհով: Այժմ, սակայն, չորսօրյա պատերազմից դասեր քաղած, ըստ մեր զրուցակցի, որոշակի հանդիպումներ, քննարկումներ են լինում.
